Action Items

 

5C. Interaction with Chief Information Officer and the Technical Panel to NITC

Pursuant to Section 2-1570, R. S. Supp. 1998, the responsibilities of the Data bank Technical Advisory Committee are as follows:

    1. Assist the Nebraska Natural Resources Commission and the Director of Natural Resources with the coordination and dissemination of the resources of the Data Bank;
    2. As required by the Chief Information Officer appointed pursuant to Sec. 86-1509, R. S. Supp.1998, assist and advise in setting information technology policy; and
    3. As requested by the Nebraska Information Technology Commission created and appointed pursuant to Sec. 86-1505, R. S. Supp. 1998, provide assistance to the technical panel created by Sec. 86-1511, R. S. Supp. 1998.

Responsibility of the Chief Information Officer created by Sec. 86-1510

    1. Maintain, in cooperation with DAS, an inventory of noneducation state government technology assets, including hardware, applications, and data bases;
    2. Recommend policies and guidelines for acceptable and cost-effective use of information technology in noneducation state government;
    3. Advise the Governor and Legislature on policy issues affecting noneducation state government related to information technology;
    4. Coordinate efforts among other noneducation state government technology agencies and coordinating bodies;
    5. Implement a strategic, tactical, and project planning process for noneducation state government information technology that is linked to the budget process;
    6. Assist the budget division of the DAS and Legislative Fiscal Analyst in evaluating technology-related budget requests;
    7. Work with each governmental department and noneducation state agency to evaluate and act upon opportunities to more efficiently and effectively deliver government services through the use of informational technology;
    8. Recommend to the Governor and Legislature methods for improving the organization and management of data by noneducation agencies to achieve the goals of making information sharable and reusable, eliminating redundancy of data and programs, improving the quality and usefulness of data, and improving access to data, and implement such recommendation as the Governor or Legislature may direct;
    9. Monitor the status of major noneducation state governement technology projects.
    10. Administer such funds as may be appropriated to the Chief Information Officer by the Legislature; and
    11. Complete other tasks as assigned by the Governor.

Responsibilities of the Technical Panel Created by Section 86-1511

    1. Review any technology project or request for additional funding recommended to NITC including any recommendations by working groups established under sections 1 - 14 of this act;
    2. Upon the conclusion of the review of a technology project or request for additional funding, provide its analysis to NITC; and
    3. Recommend technical standards and guidelines to be considered for adoption by NITC.

Responsibilities of the NRC Data Bank created by Sec. 2 - 1568:

(1) Basic data in the field of soil and water resources in the State of Nebraska,

shall be made available to the Commission for inclusion in the Data Bank by agencies, departments and political sub-divisions of the State of Nebraska, when published or earlier if deemed by the originator to be suitable for inclusion;

    1. The source of data shall be identified in the Data Bank and when appropriate shall be associated with subsequent publication or other use;
    2. The processing and interpretation of basic data shall be carried out by the Commission Data Bank, except that Sections 2-1568 to 2-1570 shall not preclude the independent processing and interpretation of such data by the collecting agency or other agencies;
    3. The resources of the Data Bank shall be made available to all interested agencies and persons.
