PURPOSES AND OPERATING PROCEDURES
TECHNICAL ADVISORY COMMITTEE
TO THE NATURAL RESOURCES COMMISSION DATA BANK
Purposes
The purposes of the Data Bank Technical Advisory Committee (Committee) created pursuant to Section 2-1570, R. S. Supp. 1998 are as follows:
Operating Procedures
The Committee shall be considered a public body subject to Sec. 84-1408 through 84-1414, Reissue Revised Statutes of Nebraska, and shall conduct all meetings in accordance with such sections. In addition, the Committee shall conduct its business in accordance with the following operating procedures:
Officers: The Committee shall select one of its members to serve as chair and may select another member to serve as vice-chair. Such officers shall serve two-year terms. Election of officers shall normally be at the first meeting after the beginning of a new calendar year.
Meetings: The Committee shall meet upon request of the chair, the Natural Resources Commission, the Chief Information Officer appointed pursuant to Sec. 86-1509, R. S. Supp. 1998, the Nebraska Information Technology Commission appointed pursuant to Sec. 86-1505, R. S. Supp. 1998, or the technical panel created and appointed pursuant to Sec. 86-1511, R. S. Supp. 1998. A request for a meeting shall be provided to the Director of Natural Resources along with such information as is necessary to describe the purposes and desired agenda items for the meeting.
Quorum: A majority of the appointed members shall constitute a quorum. Action of the committee shall be taken upon a majority vote of members present and voting. If a member is unable to attend, he or she may designate an alternate who, upon written notification to the chair, shall have voting privileges.
Sub-committees: The Committee may establish sub-committees to study and gather input on any item before the Committee. Unless otherwise authorized by the Committee, such sub-committees shall not be authorized to act on behalf of the Committee, but shall only make recommendations back to the Committee.
Non-member Participation: Attendance and input by members of the public and by non-member local, state, and federal agencies is encouraged. The names of contact persons to receive notification of Committee meetings shall be provided to the Director of Natural Resources.
Notice of Meetings: Notice of the date, time, and location of each Committee meeting shall be published in at least one newspaper of statewide circulation at least seven calendar days prior to the meeting. Notice shall also be published over the Natural Resources Commission website at least seven calendar days prior to the meeting and an agenda for the meeting shall be kept current at the offices of the Natural Resources Commission and on the Commission website.
Staffing: Staffing for the Committee shall be provided by the Natural Resources Commission. The Director of Natural Resources shall designate a person to take minutes for the Committee.
